XI CONFERENCIA MINISTERIAL: ¿NUEVA OPORTUNIDAD PARA LA ORGANIZACIÓN MUNDIAL DEL COMERCIO? XI Ministerial Conference: New opportunity for the World Trade Organization?
Resumen
La Organización Mundial del Comercio (OMC) se encuentra en una encrucijada, por la
dilatada Ronda de Doha y las negociaciones inconclusas del Programa de Trabajo.
Los resultados de las dos últimas Conferencias Ministeriales de la OMC, la IX en Bali y
la X en Nairobi, han sido insuficientes. Algunos aspectos se destacan como logros,
que en ocasiones se magnifican; pero en la práctica su contribución se limita sólo a
oxigenar el ambiente de las negociaciones. Los resultados de estas conferencias no
han implicado un salto cualitativo sustancial para avanzar hacia la conclusión de la
Ronda de Doha. La XI Conferencia Ministerial, a celebrarse en Buenos Aires, en
diciembre de 2017, nuevamente genera expectativas sobre los posibles resultados, en
un ambiente de negociaciones multilaterales atrapadas por el desgaste y la
fragmentación.

Abstract
The World Trade Organization (WTO) is at a crossroads in relation to the evolution of
the Doha Round and the negotiations of the Work Program. The results of the last two
WTO Ministerial Conferences, the IX in Bali and the X in Nairobi, have been very modest. Some aspects stand out as achievements, which are sometimes magnified;
but in practice their contribution is limited to oxygenating the negotiating environment.
The results of these conferences have not involved a substantial qualitative leap
forward in moving towards the conclusion of the Doha Round. The XI Ministerial
Conference, to be held in Buenos Aires in December 2017, once again generates
expectations about the possible results, in a climate of multilateral negotiations caught
up in attrition and fragmentation.
