UNA MIRADA A LA PROBLEMÁTICA DEL FINANCIAMIENTO CLIMÁTICO EN CUBA: ENTRE RETOS Y OPORTUNIDADES. An approach to the financial climate in Cuba: challenges and opportunities

Resumen

Contrarrestar los efectos derivados del cambio climático es esencial para conseguir el
desarrollo  sostenible.  El  trabajo  se  propone  demostrar  la  pertinencia  de  definir  en
Cuba  una  estrategia  nacional  sobre  financiamiento  climático.  En  este  contexto,  se
caracteriza el contexto actual sobre financiación al desarrollo en Cuba; se explica el
marco legal e institucional para el enfrentamiento del cambio climático en el país; y se
evalúa el desempeño reciente en materia  de finanzas climáticas en aras de identificar
los  principales  obstáculos  que  prevalecen  para  gestionar  fondos  para  el  clima  y  de
ofrecer  algunas  ideas  de  cómo  conectar  las  necesidades  de  financiamiento  con  las
oportunidades que existen a nivel internacional.

Abstract
To  face  the  impacts  of  the  climate  change  is  very  important  for  achieving  the
sustainable development in any country. The paper shows the importance of defining a
national strategy for climate financing in Cuba. In this context, the recent overview of
financing  for  development  is  characterized;  also  it  is  explained  the  legal  and
institutional  framework  for  facing  the  climate  change  and  it  is  eva luated  the  actual performance  in  terms  of  climate  finance  with  the  main  purpose  of  identifying  the
obstacles  for  canalizing  resources  for  the  climate.  Finally,  some  ideas  about  how  to
connect  the  financial  necessities  with  the  opportunities  that  exist  at  the  international
level are offered.
