EL PAPEL DE LAS INSTITUCIONES MULTILATERALES DE DESARROLLO Y LAS POSIBILIDADES PARA CUBA

Resumen

El  trabajo  pretende  evaluar  en  su  primera  parte  el  estado  de  implementación  de  la reforma  de  las  Instituciones  Multilaterales  Internacionales  del  crédito  (FMI  y  Banco Mundial) con vista a identificar los espacios que, para las economías subdesarrolladas
-particularmente  para  América  Latina-  se  derivan  de  la  misma.  En  un  segundo momento se abordará el desempeño reciente de los bancos de desarrollo en la región latinoamericana  y  su  contribución  a  la  financiación  al  desarrollo.  Por  último,  se ofrecerán algunas consideraciones sobre las ventajas de un acercamiento de Cuba a
los  organismos  multilaterales  de  desarrollo  de  carácter  internacional  y  regional, particularmente  a  la  Corporación  Andina  de Fomento  (CAF)  que  por  su  naturaleza, membrecía y funciones pudiera constituirse en el escenario más probable para iniciar el acceso de Cuba a flujos oficiales de carácter multilateral.

Abstract

The paper updates, in the first part, the recent process of reform of the Bretton Woods Institutions (International Monetary Fund and World Bank), with the main objective of identifying potentials spaces for the developing countries, particularly Latin American and  Caribe.  In  a  second  moment,  it  evaluates  the  performance  of  the  Multilateral
Development Bank in Latin American and Caribbean countries during the last decade. And finally, it will offer some considerations on regards to the advantages of a Cuba approximation to the international and regional Multilateral Financial Banks, in especial to  the  CorporaciónAndina  de  Fomento  (CAF)  which  by  its  nature,  membership  and functions could be the more probable scenery for the beginning of the Cuba access to the multilateral official flow.
